I had saw this post on another website forum, I was wondering if this is true or not because from what I had read. Once you start your MS2 year, you have to pay back your MS1 and MS2 year if you decide to quit ROTC. And, if you are contracted, you either have to pay it back, or go enlist and go serve in the Army as an enlisted.

Not completely true. If you have a four-year AROTC scholarship, only the first year is free. After that, you’re on the hook. Believe it’s true also for Navy and Air Force.
 
You are correct. Once you start your MS2 year (technically Sept 1 of that year) then you are required to pay back the amount of monies received for tuition. If you leave prior to the start of your MS2 year there is no payback required.

The contracted stuff is untrue. You'll only be contracted in the first two years if you receive a scholarship. If you contract between sophmore and junior year without a scholarship then all you receive is the stipend and no payback is required.

It's technically true that either payback or enlistment can be required. The decision is really up to the service. At least at present, payback is what's usually required. In fact I've heard of no exceptions to that.
 
If you are on a scholarship, you have one year to quit. If you start year 2, you are on the hook
If you arent on scholarship, you can leave after year 2. If you continue after year 2, you are on the hook
