So is being 3Q a notification? How does a candidate know he/she has been triple qualified? Is there a difference from CPR and 3Q?

3Q doesn’t manifest as a notification, so a candidate typically won’t know their Q status beyond medical and perhaps athletic.

CPR means your application has been or will go before a preliminary reviewing committee or board (I forgot which). All complete applications become CPR, though.

3Q means qualified by the Admissions Board, passed CFA, and cleared medical without needing a waiver. That, plus a nom, allows you to compete for an appointment.

You know if you've cleared medical. Your BGO or Admissions Director can tell you if you've passed the CFA (if they don't tell you that you've failed, you probably passed). USNA doesn't tell candidates if they have been qualified by the Admissions Board.

BGOs don't see CPR status on our systems, but I believe it has the meaning FLevvy described.

3Q = Admissions Board Qualified; CFA - Qualified, and Medical Qualified. You will not receive a "Notification" you are 3Q, and in fact most candidates never find out if they are Admissions Board qualified (BGO's aren't supposed to comment). You will be notified if you don't pass CFA or Medical.

All CPR really means is that you have submitted a complete application, and that you don't have to do anything else..the rest is in the hand of Admissions , and there are actually several steps that happen between achieving CPR status and an Admissions decision/Notifification. These include Admissions Board review determining if you are Admissions Qualified , and Noms/Appointments determining who on a competitive slate of Nominations is most qualified and gets the Offer. This later step is what takes time .. for the most part, Noms/Appointments can't really begin evaluating slates until the Nominations are submitted, and all Candidates have completed their application.
