I got in with a 30 ACT. Took the test around 3 times, I think. Keep taking it over and over again. If a 30 is the best, you can get so be it. You tried your best. Work on building up other parts of your application. P.S. The ACT prep books that they sell on amazon really helped me.

One of my fellow doolies in my squad did ROTC for two years and then moved to USAFA. An advantage to doing this is that he has many of the core classes already out of the way.

Yes for some reason that was initially denied. They acknowledged that I had the form they just said that they will follow the cdc recommendations. I was able to go to a walk in clinic and show them the prescription and they did it for me.
