I am with kinnem.
No offense, I don't know the AROTC acceptance procedure, but AFROTC is 10 seconds. Sign your name, school, major...stick the stamp on the envelope...DONE!
If you know he has a food allergy since 4, you need to get moving. DoDMMERB will send him to their docs, not yours. They will follow DoD medical requirements, and the branch will waive.
Waivers can take 6 days, 6 weeks or 6 months.
If the school starts August 8th, your DoDMERB exam is March 1st, waiver takes 6 months it can be a huge issue if:
~ ROTC scholarship is needed and matriculation deadline is April 15th
~ Not needed, but they DQ him in Aug. 2 weeks after ROTC started
All he can do now is:
~ Get the DoDMERB exam done ASAP
~ Train for the PFT. Most cadets see their PFA score drop compared to their PFT score, typically it is due to form.
Fail the PFT, pass DoDMERB equates to no scholarship until they pass. No stipend, no book allowance.
