AROTC Transfer Process Post-Enrollment

Our DS was awarded a 3-year national scholarship last year. Unfortunately, the college he chose was not a good fit (no academic or disciplinary issues), so he has moved on to another (yes, much more expensive) school that is in a different Brigade. I understand that all the paperwork to move the scholarship was submitted to USACC maybe 3 weeks ago. Anyone have any idea of what's involved in the process and how long it takes? Is it merely a matter of finding out if funding is available or are there other factors as well? Thanks in advance and stay healthy!
 
Did he talk to the ROO or anyone at the new school before he made the move to ask them how likely a transfer is?
 
Thanks all for the feedback, and yes, we knew that the transfer was not guaranteed, but the Minuteman Scholarship was going to be Plan B--great option until 8 weeks ago. Is Cadet Command the sole decision-maker in a case like this? I think there is still 2 weeks until the transfer application deadline, so does everyone wait until after that before finding out? Just curious about how the sausage is made.
 
Remember that if the minuteman (GRFD) is not approved, your DS remains an enlisted member of the National Guard. (Assumption is DS enlisted already vs going to as part of activating scholarship).
 
Good point. Just changing schools without telling anyone is not a good thing.
This is a tough one. It may not be approved. 2 different brigades and a increase in cost. Just wait and see. Be ready for it not to be approved.

Update: Transfer Approved. From what I was able to gather, whether it went through was a question of whether the gaining brigade had enough money available to pay for the cost of the tuition at school that it was being transferred to. Also interesting to see that these requests apparently are approved on a rolling basis, as opposed to being evaluated in a bunch after a set deadline (i.e., 1 June).

How was 104-R prepared at the gaining school? (requires signatures from both academic advisor and PMS)

We are facing issues that
1) At gaining school, academic advisor is not assigned for transfer student yet
2) final transfer credit will not be assessed until the end of June (estimated transfer credit is provided though)
3) ROO at gaining school requires concrete 104-R

These are all typical and reasonable work flow, but meeting June 1st deadline to submit transfer request (with complete paperwork) to HQCC is not feasible (nor reasonable). Also, there are schools out there where have not yet announced admission to transfer student (We are not in this boat, fortunately).

What are the options here?

BTW, We have been communicating with ROOs at both schools timely.

Two schools are in different brigade and similar in cost.
