Pima - perhaps usafa84 was referring to a full ride (or otherwise very good) scholarship at a school with no ROTC, vs doing ROTC without having received an ROTC scholarship or other significant scholarship from that institution. I can understand where a DS or DD without a scholarship could get persuaded by parents (aka the ones paying the tuition) to take an alternate course if it was a matter of obtaining a scholarship or not.
