is a 14 second flexed arm hang for a female considered passing for the CFA?
Passing scores are not published, but below the average published by the USMA - https://www.usma.edu/admissions/Shared Documents/CFA_Instructions.pdf. I would recommend working move to move from the flexed-arm hang to the pull-up column of the assessment.

ONE pull up is better than a MAX flex hang!

That being said, definitely aim for 1 pull-up
As the parent of a Plebe, I am telling you now DO A PULL UP! My DD couldn't and trained and trained until she could do at least 3 before Beast. MilMov and so many other requirements at WP rely on some degree of upper body strength, and she has said how thankful she was that she focused on those dang pull ups. So start training now. If my DD did it, anybody can!
