My guess is that his slate was VA4 since the re-districting was done after the noms.
Honestly, I would not concern myself about this at all. USAFA knows how he will be charged for his appointment.
As hard as it is for you currently awaiting apptmts, VA is known to be very competitive and it is not uncommon for 8 candidates to be picked up off the slate. Years ago we would show how this is possible, but I have not seen it recently, so here goes.
Cadet 1: Sen A, and VA4 nom, Pres. and VP. --- charged to Pres
Cadet 2: Sen B and VA 4 nom, + VP ----charged to Sen B
Cadet 3: Sen A, VA4 + VP ---charged to Sen A.
Cadet 4: VA4 + VP --- Charged to VA 4
Cadet 5: VA4, VP and ROTC nom ---charged to ROTC
Cadet 6: VA 4, and VP, but has an LOA --- charged to the Supe.
That leaves 4 on the slate. There are @500+ that will come off the NWL. There are 535 appointments through the MOCs, 100 for Pres., and handfuls via ROTC, Supe, VP. They typically have offered around 1300 appointments annually.
~ Now because VA is known to be academically competitive and the PAR is the largest % for the WCS you can understand how it is not uncommon to have a couple more being picked up off the NWL.
Yes, there will be TWE's and many will say they will reapply next year, but go off and do AFROTC for next year. The thing as a wife of a now retired O5 is to save your sanity regarding the military life you need to believe in fate and have faith.
~ Our DS actually opted to go AFROTC scholarship over USAFA. It was a very long and blunt conversation that we had with him, but in the end he came to realize that USAFA was not a good fit for him. He was caught up in the wrong ideas...prestige of being a Zoomie, chances of getting a pilot slot and of course that FREE education.
~~ FFWD to life after commissioning. He and Fencer's DS were in the same UPT class. Both are C130J pilots at the same base (different squadrons). IOWS he obtained his ADAF goal as an AFROTC grad.
Hence believe in fate and have faith. If this is their destiny to commission out of USAFA it will happen, maybe this year, maybe next year, maybe 3 years from now.
If anyone is curious, DS had no regrets taking his AFROTC scholarship. He was a military brat and for the 1st time after 18 yrs he also got the opportunity to be DS, with 1 foot still in while being a typical college kid. He had the opportunity to intern on the Hill with his college. He was able to embrace both lifestyles at the same time.
