How do the HIPAA medical privacy laws affect the SA DoDMERB? My mom is a nurse and she mentioned these, and I am just curious about it.

HIPPAA does apply, but there are military exceptions.

In addition, I believe there is a waiver that you complete that allows DoDMERB to share your information with SA and ROTC programs. HIPPAA is one of the reasons DoDMERB and DoDMETS want to correspond with the applicant (especially if they are over 18) and not their parents, over medical issues.
