I am currently applying for a 4 year NROTC National Scholarship. I am currently looking at the Business Information Technology major at Virginia Tech which is classified as a Tier 3 major. How much will applying for a Tier 3 major scholarship affect me versus applying for a Tier 1 or 2 major?

85% of scholarships are awarded to Tier 1 or Tier 2 majors. That being said, go for the major you want. It's far more important to be happy than suffering in NROTC because of your major. You could still always enroll as a college programmer or pursue some other route to commissioning.
EDIT: Just in case you're unaware.... Navy doesn't care what your major is if you're applying for a Marine Option scholarship. There are fewer Marine scholarships awarded though. Trade-offs. Always trade-offs.
