Resubmit scores.

If you file was closed, it was probably closed for two reasons. First, inactivity. If there is not movement within a file for over 60 days, the Academy will attempt to contact you to request that you update your file or they will close it. If nothing if heard back, it will be closed.
2nd, if you are deemed as not being academically eligible to compete for admission, then your file will be closed. If this happens, you will receive a letter in the mail explaining while it was closed. In the letter, it will have explained that if there is improvement in scores (and going from a 510 to a 570 is a good improvement) that the file can be reopened. Please contact your regional admissions team with the updated score (recommend having it sent in by your counselor or by the testing service as in the end it will have to come from one of these two anyway). They will most likely reopen the file. No guarantees, though, as there might be something else in your file that caused it be closed.
As for sending in poor test scores. USMA evaluates the best test scores in each section. You can score a 790 Verbal and a 400 Math on one test and a 790 math and a 400 verbal on another and west point will give you 790 790 for verbal math for your record. Same goes for the ACT. Of course, if that really happened, West Point might have some questions as to why the large variance. Ensure that you take the writing test for both, though. It is best to also take the test as many times as possible.
And, as always, it is best to finish your file ASAP. West Point can do more with a complete file than with an incomplete file.
