"The timing of Davids’ confirmation is an open question". So, yes, Buck's retirement party could be delayed.

Usually Supes and Dants change in the summer, ideally after graduation and before I-Day, so incoming plebes see the new leadership from the get-go.

It all depends on how fast it is approved. It’s a solid, non-controversial choice, with no whiff of scandal. Once confirmed, it’s amazing how fast everything can get executed: turnover, change of command, etc. It’s all in a file ready to update.

This - sometimes it is set up well in advance and others, happen most schosh (very quickly).

I was an invited guest to Rempt incoming, Rempt/Fowler turnover and (I think), Fowler outgoing. Some of those
had decent leadtimes, others not so much.

For your amusement, I participated in Rempt's retirement party in Newport and then a short time later, his incoming at USNA.
Just a few weeks before his arrival at USNA, he and his wife were packing up for a retirement home in Montana.
 
IIRC Vice Admiral Carter left as Superintendent a month after I day in 2019 - announced it on I day.
 
She might be able to take command of USNA as a two-star if the senator doesn't release his hold on military nominees in time, a two-star is still a flag officer... I'm not sure what exactly the rules are for USNA Superintendent regarding this situation, but it'd be a lot different story if it was an O-6 with a flag nomination on hold in the Senate trying to do a job requiring flag officer rank.

I believe many generations ago, the USNA supe was a rear admiral. Of course many things change but perhaps now it is a three star billet just by custom?

Long story..there was an issue several years back. I forgot the details , but the decision was made to change the position from a 2 star billet where the Superintendent could go on to bigger and better things in the Navy, to an end of career 3 (or more) star billet. Admiral Chuck Larson was the first (he was actually a retread --he was my Supe as 2 star during the mid 80's, and then came back in 90's as a 4 star.

I forget the details of the underlying issue or scandal, which triggered the change, but the rationale was essentially by making this an end of career billet, you can avoid (at least minimize) some of the politics and baggage that comes with being a Flag officer with a rising career.

Good points! Thanks for elaborating. Wonder what will happen with this situation given the hold on nominees in the Senate.
