Rear Adm. Yvette Davids Nominated as Next Naval Academy Superintendent

It’s frustrating. They have had the ability to hold individual votes since the beginning of this process.

The reason they don't normally do individual votes is because it is very time consuming. Therefore, the Senate confirms in batches and votes on the group on one vote, much more efficient and the promotions are quicker.

^this. Just look at their judge confirmation process. They've been confirming Art. III judicial nominees since the start of this Congress in January 2023, and they still have quite a bit to go (like 70ish vacancies last I checked). There are a lot of intricacies with the Senate rules on cloture (that I don't know off the top of my head) where they can't just confirm everyone all at once quickly if they don't have unanimous consent, some hoops to jump through for sure. The Senate has to get through legislation, resolutions, and other confirmations (like judges) too, and those also take up a lot of precious floor time, so that's part of the reason why they would prefer to resolve the hold separately and confirm them all at once instead going one by one as that would take up a lot of time. They also usually take recesses and go back to their constituencies too for state/district work, but they'll still have pro forma sessions during those recesses specifically to prevent recess appointments.

Not to get political here, but Schumer could have done this months ago. Take them one at a time and subject them to an 18 hour window for debate. But he chose not to.

The root of the problem is the complete holds on FOGO confirmations. The bandaid is confirming one by one (as others have said this takes up a lot of other important Senate time). While triage stops the bleeding, fixing the problem should be where the focus is at.

I just hope the holds doesn’t go below where it is now…Senate confirmations also occur for O4-O6.

I can see the other side of the coin - Sen. Tuberville feels that SecDef acted beyond his powers on the abortion issue and that the decision should rest with Congress. Given that he's in the minority, this one of the few tools that he has available to force a discussion on the topic. DoD didn't exactly help matters with the Space Force HQ move as punishment for him.
