For NROTC, applications open on 1 April, 2017 for 2018 Fall (
NROTC website). Have: SAT/ACT scores (send them to Pensacola using the school code 0656 when you take your tests), transcripts to send to them and to use in the application process for grades, resumes (to send to teachers when requesting recommendations), teacher contact info to fill into the application as NROTC sends the recommendation material digitally to teachers for completion, and a workout regime. here. I was also asked by my recruiter to fax over as many certificates, awards, and as much proof of community service hours to him as possible so he could flesh out my file, which is reviewed during the applicant interview.
Now with Army ROTC, it's a bit simpler. You will need a physical copy of your transcipt, since you have to upload a scan of it to your application for review. You don't need to have your test scores sent in officially; I just took a screenshot of my SAT/ACT portals and uploaded those pictures onto the application. There is also a supplemental area where you can attach scanned documents that fall into certain catergories (like awards). Lastly, teacher recommendations aren't required, so you don't need to find teachers and send out resumes, though I did bring a resume to my interview, so she should have one regardless. I didn't apply to AFROTC, so no help there, sorry.
Not application related, but visiting the schools she may be interested in for xROTC may be a good idea. Now would also be a good time to look into that.
