ROTC Scholarship to Academy?

Yes. It is not binding and you could still go to an Academy!

You can accept the rotc scholarship and still go on to the academy. It is not binding like @Peyday_Dad said.

You are only locked in after you are contracted and a Sophomore or later. However, if accepted to a service academy after sophomore year, ROTC can disenroll you to allow you to attend the Service Academy.

Similarly, every year in my unit we have at least one MIDN transfer to USNA after getting denied in High school then reapplying in college.
