I am hoping on attending West Point this coming year. My parents want to plan a vacation for the summer after my freshman year. Is there any time off during the summers to have personal time?

Yes, but planning a vacation will be complicated. You won't know your training or advanced academic development dates until sometime in the spring of Plebe year.
 
You’ll have personal time, for sure. But as @Soldiergriz says, the “when and where” of summer training may not come soon enough for much advance planning. More importantly, plans can — and do — change at the drop of a hat. The needs of the military come first. So say as the USNA mids say when it comes to planning vacations: Semper Gumby...always flexible.
 
It was very difficult planning family vacations every year with our cadet who is now a Firstie. The first summer he had 3 different things he did, so he came home for a week or less between each of his requirements. We also did not have any of this finalized until March. Some summers things got changed just a couple of weeks prior to when he was to report. So tell them if they want to plan something that includes you, then they will need to wait for planning and be prepared to have you not go at all.

Unless your Cadet is playing football you can probably count on the two weeks prior to A-Day as off time. Usually. Maybe.
 
Yes - unless you do a NCAA fall sport end of July to A day is best bet. But there are never any guarantees. Many things can change.
