That's interesting. I thought the SA directly uses the VP nom to appoint someone without any nominations.
He had a senate and congressional nom, but didn’t win his slates. I will post the explanation his FFR sent us.

You were previously evaluated three times, once against other IL-** Candidates, again against other Illinois Candidates, and finally in the QA pool. You didn't get picked, and you have been rated QNS, Qualified, Not Selected.
But You are one of those lucky few who the Director of Admissions, on behalf of the Vice President, has given them a VP Nomination to compete against other Nationwide Candidates.
The Director uses these Vacancies to fill out the class after the Congressional, QA and Service related Vacancies are done. VPNominations don't go out every year. Usually, Congressional, QA & Service related Vacancies alone fill the Class. Similar to the Congressional Noms; there are 10 Nominations sent out Nationwide for each Vacancy, and the number of Vacancies depends on the final shortfall through all other sources to reach the Class limit this year. You are competing against 9 other unknown Candidates for VPVacancy #3. The target to fill the Class is by April 30
You were given this VP Nominationdue to intangibles I cannot explain, But the 10 Nominees will be ranked only by their Whole Candidate Score (WCS), Highest first, then in descending order, The first will be Offered and given 72 hours to Accept or Decline. If declined, the Offer is made to #2 and so on.
You are already rated as QNS, and there is no change yet, but maybe in the next few days you may get a call...or not.
