Yah, either way there's still always going to be X amount of nominations until the population goes up in the next census, but either way it's a fixed number. 17,000 is just Navy's way to show off, the number itself is irrelevant to the amount of people who get 3Q'd with a nomination. If there were less applicants it would be the same story. Because of nominations, the number of applicants is irrelevant.
