The way I understand the form... the 2nd paragraph states: if you are traveling for less than 24 hours and/or passing through NY then 14 Day does not apply.
As far as auto travel goes:
One of the WP parent sites state if travel by car to transport cadet to military academy or military base (i.e. not for vacationing/family/business trip, etc)... then no 14 day requirement... just have proper documents in hand when pulled over by trooper and/or...
