I am currently a rising senior who can't quite figure out all of the facts about the 7 schools for the scholarship. Namely if I get the scholarship, does it work at all of my seven schools? And what happens if I don't get into any of my seven schools?

If Army awards a scholarship, it will be to one or more colleges on your list. They will decide which one(s) and you will notify them of the college you finally decide upon. It is sometimes possible to transfer the scholarship to another college, especially if you were not accepted to the college they awarded the scholarship for. As I recall it isn't always possible to transfer an AROTC scholarship, but in general the transfer request is honored.

Is there any significance to the order of schools on the list?

Currently board ready for AROTC! If a school isn't on my list, and I get accept to the school and get the scholarship, can I transfer it to that school? Or does the school I want to transfer it to have to be on my 7 school list? I know transfers aren't always approved

It's possible, but I think you would have a better chance if the school is on your list. Why not put it on your list? Do you really have more than 7 schools that you are serious attending?

I'm applying to 15ish schools in total, with all of them being pretty equal on my list. I have 2 I'm super set on, but admissions for both are low so my hopes aren't high. A lot of them are UC's and CSU's (I'm in-state), and I've noticed the admissions process for them are super random.

If you have 2 that are top shelf and 13 that are essentially equal, you might want to spend some time thinking about those 13 and at least dividing those into a mid tier and low tier. Surely there are factors that put some of those ahead of the others (location, climate, housing, strength of academic departments, proximity to activities/home). If it were my DS I’d really recommend applying to no more than 7 or 8. See advice above regarding having a mix of top tier, target, and safety schools. The admissions process can be fickle in CA, but certainly not “super random.”
