I am not trying to ruffle feathers, just trying to understand if every cadet has to go through it as a freshmen, and from a budget perspective, wouldn't they save tens of thousands waiting until the point of no return from a commissioning perspective?

I'm not sure either, Pima. But thinking perhaps someone did the math and found it was more cost effective to invest in security clearances early; before spending 10's of thousands of dollars educating folks that could never pass a clearance needed for AD.
Had to ask, because our DS (AFROTC scholarship) did not start his TS until his rising 400 yr (MSIV), mainly because it does cost tens of thousands of dollars to do the investigation, but also because it is only valid for 5 yrs.

Right now he would be on his 2nd TS clearance and only had 1 full yr ADAF.
Even if it did save money, since TS clearances are only valid for 5 yrs., and ROTC scholarship cadets can bolt after their 1st yr. wouldn't it make sense to do their MSII yr to save even more money?
My DS was able to contract once the gov't shutdown ended. He received his stipend and book money right away, but his fall tuition has not been paid and the spring bill has already arrived. Can anyone give me an idea how long it usually takes for tuition to arrive at the university?
We continued to pay tuition throughout the year and then his account was refunded in April. Short answer as long as the battalion HR is on top of it, it'll happen...

Uh.... we cant just simply pay that tuition to get reimbursed later....Not without taking loans which would be foolish.
