I have to agree on the "probably most of the slots are filled, but the candidates don't know yet" mindset. For West Point at least, as of March 1, I could see a TON of new "Appointment Offered" statuses on our database, but none of those candidates know yet (I've been in touch casually with some of them). I have to believe this is similar. Especially since my younger son just got an email from his ALO last week saying "They have offered 350 out of 1350 slots so far and will resume their offers in March so the other 1000 will be doled out. Just wanted to let you know the majority of offers will now be offered in March so no worries if you haven't heard anything yet". Also, I was at a conference with our State's ALO right around the same time and she also could tell a lot of the appointments but had showed me that a lot were still up in the air (as we were discussing various candidates who'd applied to both academies).
On a flip note, I just told my son who's at USAFA this info (that 2015 was filled) and his response was "woo! only 400 new freshman - nobody else needs to get cut!"
