Will the academies ever give waivers to applicants if it limits their service selection upon graduation?

For example, would they waive a condition that maybe cannot be considered for waiver to enter aviation but would be fine for other assignments?
I understand many factors are taken into consideration.

I understand many factors are taken into consideration.
One example is USNA gives this for a small handful of color-deficient appointees. They are limited to certain officer specialities.

Military officers are expected to be world-wide deployable. That’s the bar to get over.

It is to my knowledge that usually USNA only pursues waivers on applicants deemed competitive. Is it true that there are limitations on how many waivers can be give out each year?
