Bad Grades on ROTC Scholarship Application?

Hello! Thank you for all the replies in advance. I am applying for the Army ROTC scholarship as a senior next year. Unfortunately, a lot occurred this year and my grades dropped, but my previous years show outstanding academics. My GPA is probably going to be a 3.2 or higher, but how should I explain this on my application? In the additional comments, or in the interview? My leadership and extracurriculars are extremely good, and I am still waiting on my SAT scores. Also, how bad will this affect my chances?
 
Both additional comments and the interview. Be sure to do both. How bad it affects your chances probably depends on what happened and how well you sell your explanation. Your SAT/ACT results, if good, might help to compensate.
