MOCs can nominate in a couple different ways.
1- Principal with numbered alternates. If the principal nominee is qualified, he is offered appointment. If not qualified, the next alternate is offered, and keep moving down the list until a qualified candidate is found.
2- Principal with competitive alternates. Again, if Principal is qualified, he is offered appointment. If not, the 9 alternates all compete for appointment with West Point deciding who gets the appointment.
3- Competitive. All 10 nominees compete, with West Point deciding which 1 gets the nomination. Most MOCs use this one, as it assures the least "political" favoritism.
Just for reference - competitive slate is the most common - with about 70-75% of MOCs using this method. It allows the most flexibility to the SAs.
